CULVER CITY, CA, March 17, 2026 – Century Housing is proud to announce that Jacqueline Waggoner will join the affordable housing organization as its President & Chief Executive Officer, effective March 23, 2026. A nationally respected, mission-driven leader, Waggoner brings more than 25 years of experience in turning policy into action and capital into community — at scale, across geographies, with measurable results. Across her career, she has consistently demonstrated proven success in and an unswerving focus on delivering affordable homes and building opportunity.
A foundational force in California affordable housing for more than 30 years, Century Housing operates as both a catalyst and a cornerstone — bringing together innovative financing tools, development expertise, and long-term community investment to expand housing opportunity, across California and beyond. Through innovative investments and strategic partnerships, Century has invested more than $3.5 billion to create and preserve more than 63,000 homes across California, expanding housing stability for thousands of residents.

Waggoner’s broad experience spans the gamut of affordable housing and nonprofit leadership – without sacrificing deep subject-matter expertise. She has operated simultaneously across policy, finance, development, and programs teams, closing the gaps that often fall between organizational silos. And as a born-and-raised Angeleno, Waggoner leads with robust professional ties and profound personal connection to the communities that Century Housing serves.
Most recently, Waggoner was President of the Solutions Division at Enterprise Community Partners, one of the nation’s leading affordable housing organizations. Waggoner there oversaw a far-reaching portfolio of housing, capital, and policy initiatives across the country and helped mobilize more than $1 billion in impact investments and grants for community-informed solutions nationwide. Before that, she led Enterprise’s Southern California market — one of the most complex housing environments in the country — building programs that meaningfully expanded affordable housing access across the region.

With the state currently facing an estimated shortage of nearly 1 million affordable homes, Century’s mission has never been more urgent. With only 25 available affordable rental homes for every 100 households making 30% or less of area median income (AMI), far too many Californians are struggling to find safe and affordable places to live. Century Housing and its partners are working to address these challenges through financing, development, and community-centered housing solutions that strengthen neighborhoods and expand opportunity.

A trusted voice on community and housing issues, Waggoner has held numerous leadership roles in civic and philanthropic organizations. She currently serves on the Board of Advisors for the UCLA Luskin School of Public Affairs and on the Board of Directors of the Weingart Foundation. Her prior civic roles include serving as Commissioner of the Los Angeles Homeless Services Authority (LAHSA) and in Board Director positions at the California Community Reinvestment Corporation and Los Angeles Business Council.
Waggoner holds a bachelor’s degree in sociology and a master’s degree in urban planning — both from UCLA.
