CADI and Partners Break Ground on Century + Restorative Care Village Phase 1
Solis and Century Housing Break Ground on 146 Supportive and Affordable Homes at Restorative Care Village of LA General Medical Center
LOS ANGELES, Calif. — Los Angeles County Chair Pro Tem and First District Supervisor Hilda L. Solis, along with Century Housing, joined community partners and supporters today in celebrating the groundbreaking of Century + Restorative Care Village (Century + RCV). The first phase of the Century Housing development will bring 146 supportive and affordable homes to Los Angeles General Medical Center’s Restorative Care Village, as well as shared community spaces—including a garden and outdoor galleries—a 12-bed peer respite facility, and on-site supportive services.
“Century + Restorative Care Village will not only provide permanent housing for Los Angeles County residents, but also offer thoughtfully designed amenities that promote healing, stability, and connection,” said Oscar Alvarado, Senior Vice President of Century Affordable Development, Inc., Century’s real estate affiliate. “We’re proud to be part of this vital effort to build a healthier, more equitable future for the community.”
Residents living in the first phase of new homes will include low-income households. Seventy-seven units are reserved for households earning up to 30 percent of the area median income (AMI); 68 units will serve households earning up to 60 percent of AMI; and one unit will be designated for an on-site manager.
The larger Restorative Care Village at the LA General Medical Center campus—championed by Chair Pro Tem Solis—features new behavioral health facilities, including a mental health urgent care center, a residential withdrawal management unit, and a 128-bed mental health rehabilitation center. These projects are part of Los Angeles County’s broader Restorative Care Village model, which brings together physical and behavioral health services in one integrated location.
“I’m proud to lead the Restorative Care Village efforts at LA General Medical Center,” said Chair Pro Tem Solis. “For too long, our most vulnerable residents—especially those experiencing homelessness, mental health challenges, or substance use—have been forced to navigate a fragmented system. With the Restorative Care Village, we are changing that. We are creating a cornerstone in the Eastside communities where people can access the care, services, and now, the housing they need, to recover and succeed. This is about giving Angelenos the foundation they need to heal, rebuild, and thrive.”
Plans are also underway for Century + Restorative Care Village Phase 2, which will add 150 supportive and affordable homes, a workforce development center—including a working kitchen and cafe—and flexible space for community-serving programs. With the addition of these projects, Chair Pro Tem Solis has championed the creation of nearly 9,500 housing units in the First District over her tenure as County Supervisor.

Wong, Director of the Los Angeles County Department of Mental Health. “The Century Plus Restorative Care Village will stand as a symbol of what is possible when we center mental health and wellbeing in the design of community care — integrating behavioral and physical health services into one location where individuals can rebuild their lives and rediscover their strengths.”
Once both phases of development are complete, Century + RCV will provide 296 supportive and affordable homes. Construction is expected to finish by 2028, with residents beginning to move in upon completion. Century affiliates will provide on-site residential services and property management.

Century + RCV Phase 1 received funding from a combination of public and private sources, including Los Angeles County Chair Pro Tem and First District Supervisor Hilda L. Solis, the Los Angeles County Department of Mental Health, the Los Angeles County Development Authority, the California Debt Limit Allocation Committee, the California Department of Housing & Community Development, the California Strategic Growth Council, Wells Fargo, and Citi.
