Red Tail Crossing Opens in Westchester, Delivering 102 Affordable Homes

Community leaders and housing partners gathered on February 27 to celebrate the opening of Red Tail Crossing, Westchester’s first 100% affordable housing community developed by Community Corporation of Santa Monica. The new development provides 102 homes for households earning between 15% and 60% of the Area Median Income, including apartments reserved for individuals experiencing homelessness and residents living with disabilities.
Named in honor of the Tuskegee Airmen, the pioneering African American pilots of World War II, the building features murals throughout the property celebrating their legacy of courage and perseverance. Red Tail Crossing also represents a major milestone as the first development built under California’s AB 721, legislation preventing discriminatory covenants from blocking affordable housing. The project site was previously subject to a restrictive covenant dating back to the 1940s that prohibited multifamily housing and excluded Jews and people of color.
Karen Davis, Vice President and Loan Officer at Century Housing, spoke during the ribbon-cutting ceremony about the importance of these partnerships.
“Projects like Red Tail Crossing demonstrate what’s possible when mission-driven partners come together with a shared commitment to expanding housing opportunity,” said Karen. “Century Housing is proud to support developments that create stable homes, strengthen communities, and honor the history and resilience reflected in this project.”
Century helped bring the development to life by providing acquisition and predevelopment financing, taking on early risk so the project could move forward and ultimately deliver much-needed affordable homes on the Westside.
